This memorandum of understanding Signed byMr. Nasser Bourita and GCC Secretary General, Mr. Jasem Mohamed Albudaiwi, this MoU reflects the common desire to strengthen brotherhood ties and fruitful cooperation between the two parties and to develop, in particular, cooperation in the cultural and civilizational fields.

The document materializes the points agreed upon during the joint meeting on November 7, 2012 in Manama, concerning joint action plans.

Under this memorandum of understanding, the two parties agree, in line with laws and regulations in force in Morocco and GCC countries, to strengthen cooperation and the exchange of expertise in the field of digital culture and to promote direct exchanges in the fields of literature, arts, heritage, libraries and archives.

It also provides for encouraging the exchange of visits, sharing cultural information, publications and expertise, and organizing roundtables and study days with the participation of experts in safeguarding, preserving and promoting tangible and intangible cultural heritage, while ensuring that positions on related issues are coordinated.

Morocco and the GCC countries will promote the exchange of expertise in the fight against illegal trafficking of cultural property as well as the development of bidding files related to the elements to be included on the list of material and immaterial cultural heritage of humanity. The two parties therefore undertake to establish close cooperation between training institutions for cultural, artistic and heritage professions.

The MoU also covers the participation in book fairs organized in Morocco and in the GCC countries, the mutual organization of cultural days, the operationalization of cooperation in cinema, in addition to the exchange of experiences and participation in festivals and activities relating to this field.

In the same context, it was decided to take all necessary measures to facilitate the circulation of cultural content for non-commercial use between the two parties.
