Holding of the 21st meeting of the GCTF Coordinating Committee with the participation of Morocco

The 21st meeting of the Coordinating Committee of the Global Counterterrorism Forum started on May 4, 2023 in Cairo, with the participation of a Moroccan delegation that includes the Director of Global Issues at the Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Ismail Chekkori, and the Head of the Global Issues of Social and Security Service, Mr. Amine Aboussaid.

At the beginning of the meeting, Morocco handed over the Chairmanship of the Forum to Egypt after three successive terms, jointly with the Netherlands between 2015 and 2019, with Canada from 2019 to 2022 and with the European Union (EU) since September 2022. Egypt will now hold the chairmanship of the Forum until 2025 jointly with the EU.

Speaking on this occasion, Mr. Chekkori said that Morocco has helped guide the efforts of the Global Counterterrorism Forum with commitment, dedication and determination, in a way that has helped support and develop the visions and values of the Forum and defend them.

This approach reflects the spirit of cooperation that characterizes Morocco, its active and effective involvement in international multilateral cooperation, and its strong attachment to the principles of solidarity and international cooperation, in accordance with the philosophy and rules, as well as the High Guidance of His Majesty King Mohammed VI, stressed Mr. Chekkori.

In this sense, he said that Morocco, throughout its co-chairmanship of the Forum, has actively and responsibly led the efforts of the Forum as a crucial platform for international cooperation in the field of counter-terrorism, stressing that the Kingdom was at the level of trust of the international community and has made great efforts to implement the vision and values of the Forum.

In this regard, he noted that Morocco has worked to preserve the uniqueness of the Global Counterterrorism Forum as a platform for effective pluralism in the face of current and emerging challenges of terrorism, and has worked collectively to achieve tangible and innovative responses to counter terrorism, which has led to great progress in this area.

As an extension of this commitment, Mr. Chekkori stressed that Morocco will continue to contribute with its usual efficiency to the mission of the Global Counterterrorism Forum and that it will spare no effort to further promote the vision and objectives of the Forum and cooperate with its member states with determination and willingness to strengthen the operational implementation of its decisions. He expressed Morocco's appreciation for the international support and cooperation that have contributed to the success of its co-chairmanship of the Forum.

During its Chairmanship of the Forum, Morocco has provided coordination and a pioneering and efficient role in consolidating a collective approach within this mechanism. The Moroccan approach has been characterized by collective work, efficiency and a strong commitment to the principles of solidarity and international cooperation, in accordance with the High Guidelines of His Majesty King Mohammed VI, aimed at consolidating the Kingdom's pioneering role as a responsible and efficient actor in multilateral international action.

To this end, Morocco has expressed a constant commitment to the defense of Africa's priorities, within the framework of the work of the Global Counterterrorism Forum, in order to provide innovative responses that can be adapted, as well as a dynamic vis-à-vis the challenges of security and stability in the continent.
In addition, the Forum includes two regional working groups dedicated to Africa (East Africa and West Africa), launched in cooperation with several institutions and bodies within the framework of the Global Compact for Coordination against Terrorism, as well as numerous initiatives and programs related to capacity building against the terrorist threat in Africa.

This momentum has continued unabated during Morocco's three terms at the helm of the Forum, reinforcing its place as a leading and active member of the international community in the fight against terrorism.
Morocco's record as Chair includes the organization of 6 ministerial meetings, 13 meetings of the Forum's Coordinating Committee, the development and adoption of 32 working documents, and more than 138 meetings of working groups and experts.

This honorable record reflects Morocco's pioneering role in the international multilateral system, particularly with regard to issues of international peace and security. It also testifies to the credibility enjoyed by the Kingdom at the international level and constitutes a renewed commitment to continue contributing to the actions of the Forum, as well as to the actions of the international community to combat terrorist threats and violent extremism.

The Global Counterterrorism Forum, which includes 30 members (29 countries + the EU) is a platform launched in 2011 under the joint chairmanship of Turkey and the United States. It cooperates closely with many international and regional organizations, including the UN.

The Forum's structures consist of 5 working groups, concerning countering violent extremism, foreign terrorist fighters, criminal justice and rule of law, capacity building in West Africa and capacity building in East Africa
