UN SG Reaffirms Fundamentals of Political Solution to Moroccan Sahara Issue

United Nations, (New York, MoFA) - UN Secretary-General Antonio Guterres reaffirmed, in his latest report to the Security Council on the Moroccan Sahara, made public Friday evening, the fundamentals of the political solution to this regional dispute, as advocated by the Security Council in all its resolutions since 2007.

On October 30, 2019, the Security Council adopted Resolution 2494 by which it stressed the need to achieve a realistic, pragmatic, lasting and compromise political solution to the question of Moroccan Sahara, he said in the report.

Guterres also highlighted the political momentum created by the roundtable meetings process launched by former Personal Envoy Horst Köhler, with the participation of all stakeholders in the Moroccan Sahara issue, which is the only way forward for the continuation of the exclusively UN political process.

In this context, he noted that Personal Envoy Horst Köhler was able to restore much needed momentum and impetus to the political process, particularly through the roundtable meetings process that brought together Morocco, "polisario", Algeria and Mauritania. Insisting that it is essential that the continuity of this political process not be lost, Guterres reiterated his commitment to the appointment of a new Personal Envoy to build on the progress made in the roundtable discussions process.

The top UN official highlighted, in particular, the Kingdom's position on the artificial dispute over its Southern Provinces, as set out in the Royal speech on the occasion of the 44th anniversary of the glorious Green March.

In addition, the UN Secretary General highly praised Morocco's cooperation with MINURSO during the difficult period of the Covid-19 pandemic. Thanks to the measures adopted by the Moroccan authorities, no cases have been reported among MINURSO personnel, he noted, adding that the Government of Morocco, in particular, has supported MINURSO in a number of ways, through providing rapid Covid-19 test results for the benefit of aircraft crews and assisting civil and military personnel to travel to and from the Mission's area of operations, by giving them access to special commercial international flights.

Guterres also made an unequivocal indictment of the massive, grave and persistent violations by the "polisario" of the ceasefire, the military Agreements and Security Council resolutions, particularly in Guergarat, urging the "polisario", bluntly and clearly, to quickly resolve the many outstanding violations of the Military Agreement N.1.

With regard to human rights, the Secretary General of the United Nations has drawn up a bleak assessment of the massive violations of these rights in the Tindouf camps in Algeria, particularly during the Covid-19 period.

In this regard, Guterres drew to the attention of the Security Council that "the Office of the United Nations High Commissioner for Human Rights (OHCHR) has received reports of the negative consequences of the closure of borders, obstacles to humanitarian assistance and the reduction of economic activities in the Tindouf camps. He added that OHCHR has also received reports of harassment, arrests and ill-treatment by polisario security forces of bloggers, doctors and nurses involved in documenting the cases of COVID-19 in the Tindouf camps.

In addition, Guterres recommended a one-year renewal of MINURSO's mandate until October 31, 2021. He stressed that the main task of MINURSO's mandate is the supervision of the ceasefire, brushing aside, once again, the spurious claims of Morocco's opponents regarding the organization of a so-called referendum, which has been buried by the Security Council and the UN General Secretariat for more than two decades.

Finally, throughout his report, the Secretary General stressed the UN exclusivity of the political process on the Moroccan Sahara. In this context, he cited, inter alia, the statement of the chairman of the African Union Commission, Moussa Faki, at the last AU Summit, in which he called for the implementation of the Nouakchott decision (693) which urged the Troika to provide effective support to the efforts of the UN, to which the parties have voluntarily entrusted the search for a lasting and just solution to this dispute.

This new report of the Secretary General reinforces the position of the Kingdom on all aspects related to the regional dispute over the Moroccan Sahara, far from the sterile gesticulations and spurious machinations of the opponents of its territorial integrity. The latter find themselves, once again, in the dock before the international community for their violations and obstructions that have been compromising for more than 45 years, the building of a united Arab Maghreb, guaranteeing development, stability and emancipation to the people of its five countries.
